When Casper was found wandering the streets of Ventura County last July, he looked like he had given up.

When Casper finally left the shelter for his temporary foster family, everything changed.
For the first time in months, he ran freely across a yard, chasing his ball under the sun instead of fluorescent lights. He rolled in the grass and wagged his tail until he almost toppled over.
